Executive Roles and Responsibilities

    President
  • A member serving in the Position of President shall;
  • (a) chair all QWMHA meetings.
  • (b) be an ex-officio member of all committees and teams.
  • (c) chair (or select a chairperson for Executive appointment) and be responsible for the Constitution and By-laws Committee.
  • (d) On behalf of QWMHA appoint (hire) a chartered accountant/auditor to monitor QWMHA's financial activities and prepare annual audited statements for this purpose.
    Vice President – Representative League
    (1st Vice)
  • a) Chair (or select a chairperson for Executive appointment) and be responsible for the Representative Teams Committee.
  • b) Shall oversee the complete operation of the representative teams including assisting the Registrar with team registration and carding.
  • c) Shall oversee player and coach discipline and suspensions in conjunction with the Discipline Committee.
  • d) Shall represent the Association at all OMHA and representative league meetings.
  • e) Shall be the liaison between the Representative League and the Executive.
  • f) Shall be a member of the Coaches Selection Committee.
  • g) Shall assist the Awards Committee in selecting the various representative recipient awards.
  • h) Shall assist in maintaining and updating the Representative Resolutions in conjunction with the Bylaw and Resolutions Committee.
  • i) Shall prepare an annual assessment of the rep fee surcharge and the playoff gate fee in Conjunction with the Finance Committee.
  • j) Shall prepare a yearly plan inclusive of a Representative Budget.
  • k) Shall attend Executive meetings with a prepared written monthly report or have a replacement present with a written report.
  • l) Shall approve all league schedules, exhibition games and tournaments.
  • m) Shall approve all travel permits for teams playing in exhibition games and tournaments.
    Vice President – House League
    (2nd Vice)
  • a) Chair (or select a chairperson for Executive appointment) and be responsible for the Representative Teams Committee.

    Secretary
  • a) Shall provide all notices required to be given to Members and Executive.
  • b) Shall provide a written agenda for each meeting.
  • c) Shall attend all meetings of the Executive, general, special and annual meetings, and record all facts and minutes of such in the official minute book. These minutes shall be made available and posted within fourteen (14) days of each meeting date.
  • d) Shall handle and maintain a file of all QWMHA correspondence.
  • e) Shall have signing authority with the President and/or the Treasurer.
  • f) Shall chair (or select a chairperson for Executive appointment) and be responsible for the Representative Committee.
    Treasurer
  • a) Shall supervise all financial matters during the fiscal hockey season.
  • b) Shall keep a full and accurate records of all receipts and disbursements of QWMHA in proper books of account.
  • c) Shall be responsible for depositing all monies of QWMHA in such banks as may from time to time be designated by the Executive.
  • d) All expenditures shall require two (2) signatures of the designated signing officers. The designated signing officers shall include the President, the Treasurer and one (1) additional Executive member.
  • e) Chair (or select a chairperson for Executive appointment) and be responsible for the Finance Committee.
  • f) Shall pay all accounts as approved by the Finance Committee and the Executive, and prepare and submit financial statements monthly and at the QWMHA annual meeting.
    Coaches Development
  • a) Chair (or select a chairperson for Executive appointment) and be responsible for the Player and Coaches Development Committee.
  • b) Shall oversee the complete operation of the Hockey Development Programs consisting of:
    • 1. Hockey School and IP program.
    • 2. NCCP coaches, trainers and preventative services programs.
    • 3. Goalie School.
    • 4. Skills and Power Skating.
    • 5. Special Skill Programs.
    • 6. Hockey Library.
  • c) Shall appoint Hockey Development Directors to organize, manage and implement each Program and have the authority to suspend them if necessary.
    • The Convenors (Directors):
    • 1. Shall be responsible for obtaining player registrants from registration.
    • 2. Shall ensure the players are allocated a proper ice session.
    • 3. Shall conduct a preseason instructors meeting.
    • 4. Shall ensure instructors have attended an initiation clinic.
    • 5. Shall distribute instructor and parent manuals.
    • 6. Shall assemble instructor player evaluation sheets.
  • d) Shall assemble a Hockey Development Committee that can be carded at large to assist teams in practices or behind the bench.
  • e) Shall undertake player movement evaluations in conjunction with VP of Representative.
  • f) Shall be a member of the Coaches Selection Committee.
  • g) Shall undertake a yearly parent coach questionnaire in conjunction with the Coaches Selection Committee.
  • h) Shall assist in maintaining and updating the Hockey Development Resolutions in Conjunction with the Bylaw and Resolution Committee.
  • i) Shall prepare a yearly plan inclusive of a Hockey Development Budget.
  • j) Shall attend Executive meetings with a prepared written monthly report on leagues under his/her jurisdiction, or have a replacement present with a report.
    Tournament  Scheduler
  • The Tournaments Scheduler shall perform those duties as directed by the Executive and consist of but not limited to:
  • a) Shall obtain all necessary permits from the OMHA.
  • b) Shall arrange for referees with the Referee-In-Chief.
  • c) Shall arrange for timekeepers with the Head Timekeeper.
  • d) Shall arrange for advertising of said tournaments.
  • e) Shall arrange for ice with the Vice President Ice Operations.
  • f) Shall co-ordinate and assist the various organizing Tournament Committees.
  • g) Shall distribute tournament information to the Executive.
  • h) Shall review and approve the revenues and expenses of each of the tournaments with the various organizing Tournament Committees.
  • i) Shall attend Executive meetings with a prepared written monthly report or have a replacement present with a report.
  • j) Shall prepare a yearly plan inclusive of a Tournaments Budget.
    VP Ice Operations (ice scheduler)
  • a) Shall chair (or select a chairperson for Executive appointment) and be responsible for the Ice Operations and Officiating Committees.
  • b) Select, for appointment by the Executive, a Referee-In-Chief and a Head Timekeeper with Executive approval by majority vote.
  • c) Shall be responsible for the communications between the QWMHA and the city of Quinte West for all ice requirements.
  • d) Shall provide game and practice ice to the House League.
  • e) Shall provide game and practice schedules to the Representative League.
  • f) Shall be responsible for the rescheduling, exchange and cancellation of ice time.
  • g) Shall review and approve all ice acquisitions and billings.
  • h) Shall provide schedules to the Referee-In-Chief.
    Referee-In-Chief
    The Referee-In-Chief shall be appointed by the Vice President Ice Operations with Executive approval by majority vote and be responsible for the recruitment, training, performance, evaluation/feedback and the assignment of the duties of all referees. He/she shall also liaison with the Head Timekeeper and provide schedules to ensure a timekeeper is present for each house and representative game where required.
    House League Convenors
  • The League Convenors shall perform those duties as prescribed by the Vice President House League and Deputy Vice President House League which may consist of but limited to:
  • a) Shall be in charge of his/her respective league and responsible for all team activities of teams within their division.
  • b) Shall maintain close contact with the Vice President House League as to the activities of the division they are are convening.
  • c) Shall assist with the registration for his/her league and conduct the draft for the selection of teams, and provide a written report of said draft to the Vice President House League.
  • d) Shall have the authority to enforce the resolutions of the QWMHA.
  • e) Shall be present, when possible, at games in the league they represent.
  • f) Shall maintain league standings.
  • g) Shall recommend to the Vice President House League and/or the House League Committee any balancing of teams in the league.
  • h) Shall ensure that all discipline and suspensions are carried out.
  • i) Shall check to ensure that all team officials are properly certified in accordance with QWMHA Hockey Development and Certification Program and QWMHA Trainers and Coaches Certification program as specified by the OMHA.
  • j) Shall check to ensure that all injuries are reported in accordance with the QWMHA Trainers’ Certification Program.
  • k) Shall arrange to have all equipment returned to the Equipment Manager for storage and cleaning.
  • l) Shall distribute and collect the instructor player evaluation sheets for their league before the first game of the playoffs, and give these to the Deputy Vice President House League.
  • m) Shall ensure that any team wishing to partake in an exhibition game or tournament outside of the home centre will obtain a travel permit approved by the Vice President House League or his designate beforehand.
